dog treats

I’m making homemade dog treats for the first time - not sure if I can substitute all purpose flour for whole wheat flour, I don’t have the latter on hand…

    Yes you can
But the cookies will not be as healthful for the pet if you do.
The fiber in the whole wheat flour will help with your pet’s bowels (just as it would help yours) White flour is not nutritious and does not have beneficial fiber.

I don’t think a refined over-processed flour is good for dogs. Better stick to whole wheat, it’s better for humans as well.
