I make homemade treats for my dog. Most call for wheat germ. Is there a non-wheat substitute?

I was thinking of making some treats for my friends dog, but it has wheat allergies. I was hoping to find a substitute for wheat germ and cream of wheat (common ingredients in dog treat recipes).
