Sounds like your dog needs more exercise, you should try to take him out for some long walks twice a day. Or if you are lucky enough to live near a dog park where the dog can run off leash, he/she will tire itself out playing with other dogs.
Dog park is a blessing for my two dogs.

He is a puppy, and a dog. He will get bored of things fairly quickly.. Dogs don't lay and chew a kong for hours.. Once the fun is out of it, the fun is over.. You are spoiling him by trying to keep him constantly entertained.. When you can't entertain him all the time, he is going to be anxious and want to know what's going on.. You should give him alone time..

Lol, our big puppy destroyed his Big Mean Kitty in a day!! He'll destroy the so-called "virtually indestructible".

Have you tried putting peanut butter in his Kong and then freezing it? It lasts longer...

There's also a line of products called Katie's Bumpers (~.com ?) which might be good for a smaller dog. I wouldn't give it to my large breed though, I think he would destroy it quicker than a smaller dog. (Depends on how much ADD we're talking about here... some people say dogs who pull out stuffing and otherwise 'destroy' their toys are actually investigating, therefore it's a sign of intelligence... well, we can dream and console ourselves, right??)

Kongs. They come in different shapes and sizes, are made from indestructable rubber (non-toxic of course), are relatively inexpensive, and can be filled with food if you want to. They're the only toy that my dog hasn't been able to destroy ever, in 7 years!
Most vets, pet shops, and department stores sell them, just ask someone in the pet shop if you want to find out about them.
Oh, and they outlast the dog!

EDIT: I just realised you already tried Kong. Well, try peanut butter which takes ages to eat, or fill it with chicken stock and freez it. Also, try out some of the different styles, the plain one may not stimulate him too much. Also, try out the treat balls. Theres a whole range of them, and they make the dogs actually 'work' to get the treats, without giving them a whole lot of food. They come in virtually indestructable materials too.

My dog loves to fetch. If i dont throw the ball to him, he'll drop it down the stairs and chase it. You may want to do training stuff with your dog. Teach him tricks etc.

Play with a nice tough ball - teach your pup how to play fetch that's what I did with my ADHD puppy - gives them more exercise as they are getting rid of excessive energy - you might get tired before the pup does but in the end it's well worth it. Trust me!!
