theres a few watchdog groups for some of the more well-known mills.. but there are so many irresponsible breeders out there that it would be impossible to keep track of all of them.
Just look for their ads. They advertise themselves - no need to go hunting very far. Reputable breeders go by club referral listings, and have a waiting list - the garbage places list the puppies when they’re ‘hot-off-the-press’.
I don’t know if it is available anywhere. You just have to be smart enough to know one when you see one!
Things to look for: more than one breed for sale//crossbred dogs such as “doodles” and “puggles” are for sale//breeder does not actively show dogs//breeder is not listed at //puppy will be sent to you, you don’t go there to pick your puppy out//breeder is USDA inspected//breeder has a commercial kennel//the best breeders NEVER sell puppies without meeting you face to face, interviewing you and answering all of your questions//the responsible, reputable breeders do NOT sell puppies from a website.
While there may be exceptions to any rule, if in doubt, clear out! Don’t buy from anyone you have even the tiniest bit of an “off” or “not right” feeling about.
Oh and those nice people who advertise in your local papers? Don’t buy from them, either. They are only breeding dogs for the money, not for the good of the dogs. Buy only from breeders at!

Go to PETA, they will most likely have information on them, if not a list.
