That’s usually covered by a City Ordiance. Check with your city. In our city, if you keep more than 4 dogs you have to have a kennel license. Your property may also have to be zone correctly to allow you to run a kennel.

Depends where you are and on how strictly your local authority applies the rules but in the UK you need planning permission and a licence for any kennel business.
