I know you said you were looking for insurance, however, many of our clients have a tough time each year with getting good coverage once the insurance company learns that the dog is already ill or is in need of surgery. With that said… maybe you will have better luck? Personally, I would recommend ASPCA pet insurance. It seems to have the most coverage and it most used by our clients. Again, they probably will not help you out much knowing your pup has the pre-existing condition (unfortunately).
Care Credit is another option and one I highly recommend. Care Credit acts more like a credit card. You will use the card to pay for the dysplasia surgery at your vet and then you will have to make monthly payments to Care Credit. Once you call, they will let you know if you qualify within 10 minutes.
All our clients who have Care Credit swear by it! You can use it for anything from purchasing food at the vet, to vaccines, to major surgeries.
I wish you all the best. I too live with a dog with bilateral hip dysplasia. Let me know if I can be more of a help.

It is unlikely that any pet insurance will help you pay for any surgery for a pre-existing condition. Even if they did offer coverage for the surgery, you will actually probably get a better payment arrangement if you get a line of credit from the bank or a credit card company to pay for it, because insurance companies are notorious for wildly inflating the overall cost if they can show that their coverage is at a ‘risk’.
CareCredit is credit for vet services and will probably help you a lot, but before you apply make sure the hospital performing the surgery accepts the CareCredit. May hospitals do not, so it is best to check first.
